Job Description Summary:
OSITION DESCRIPTION:
Plans, prepares, schedules and coordinates daily work assignments related to the construction, operations and maintenance of the distribution systems and production facilities, including job pre-check, supervision and monitoring of work progress. Reviews completed work assignments. Investigates job sites prior to crew assignment to determine crew sizing, special job requirements and job readiness, and verifies material availability. Assigns appropriate manpower, vehicles, and specialized tools and equipment to efficiently and cost effectively meet work requirements. Prepares documentation for the generation of work orders, and prepares work orders. Implements approved employee safety programs and monitors employee and contractor work practices to assure compliance with Company and OSHA safety standards, and DOT compliance. Plans, schedules and supervises the daily work assignments of assigned clerical and field technician staff. Investigates and reports on customer damage claims and equipment failures. Performs Supervisor On-Call duties as required, including supervising field personnel engaged in emergency activities.
Role and Scope of Position:
This position provides direct supervision of internal and/ or external work crews. The position oversees resources engaged in the operation, maintenance and construction of Eversource Energy gas distribution systems. This position is multi-faceted with responsibilities that include integrated planning and scheduling, execution of fieldwork activities, performance measurement, coaching, safety adherence, mentoring and various administration duties. Prepares and executes maintenance and construction activities along with coordination and schedules. Communicates with customers and community officials concerning all aspects of utility construction, operations, maintenance and service delivery.

2. Essential Functions:
Plans, organizes and manages the Gas Maintenance and Construction field workload through accurate coordination and scheduling, with others.
Supervises and oversees in-house crews and contractors engaged in the operation, maintenance and construction of Eversource gas distribution system.
Communicates with customers and community officials concerning all aspects of utility construction, operations, maintenance and service delivery.
Coordinates outages as the on-scene supervisor. Responds to and classifies reported gas leaks. May participate in the supervisory on-call rotation.
Ensures the safety of personnel by taking direct preventive measures, conducting effective weekly safety meetings and ensuring all related standards, rules and laws are understood and followed.
Ensures that work is performed in accordance with appropriate Company standards and work methods including monitoring for a high quality of workmanship and productivity.
Responsible for providing complete, accurate and timely work packages for work crews including required permits, dig safe authorization, drawings and other related instructions.
Monitors current and future workload to ensure district plans and schedules maximize productivity, control costs and meet or exceeds service level agreements.
Ensures compliance with regulatory and Company work rules and procedures. Understands and complies with the labor contract and works to resolve initial grievances. Initiates appropriate disciplinary action when required.

Technical Knowledge/Skill/Education/Licenses/Certifications:

Requires knowledge of gas distribution system design, operations, maintenance, and construction principles and practices, safety standards and business processes. Also requires project and schedule management skills including computerized work and materials management and scheduling tools. Requires a working knowledge of the labor contracts. Requires communication, interpersonal, conflict resolution and teamwork skills. Ability to use PC desktop applications (e.g. Microsoft Word & Excel).

Education/Experience:
Requires a Bachelors Degree in Engineering, Business Administration or related discipline plus three (3) years of experience in Gas Distribution, and/or Field Service design and/or installation, servicing customers, and supervising employees; OR
Associates Degree in Engineering, Business Administration or related discipline plus five (5) years of experience in Gas Distribution, and/or Field Service design and/or installation, servicing customers, and supervising employees; OR
Minimum of seven (7) years experience in Gas Distribution, and/or Field Service, or utility operations, or technical discipline with supervisory and/or customer service experience.

Working Conditions:
Work is conducted outside, in varied conditions and terrain including adverse weather conditions, and in a normal office environment. Work requires sitting, walking, standing, stair climbing, completion of paperwork, using a telephone and computer and attending meetings. Drives to various job site locations and customer premises to supervise work, and review or discuss construction job requirements. May work with computers for long periods of time during the day. Subject to shift work including weekends. Off-hour on-call responsibility may be required on a rotational basis. At times, requires working long hours in response to outage situations and shift coverage requirements.
Problem Solving & Complexity:
This role works in an environment that often requires the performance of multiple simultaneous activities, where deadlines need to be met and work is performed under pressure while involving significant business commitments and results. Requires being able to effectively relate to customers and the general public under stressful circumstances and for prolonged periods. Must be able to clearly articulate job and safety related information to employees and to effectively address performance issues in a constructive manner. Requires being able to respond to problem situations in a timely manner at all hours of the day or night.

This position is categorized as safety-sensitive for the purpose of drug testing. Successful applicants shall be subject to a pre-assignment drug test if the individual is currently in a non-safety sensitive position. As an employee in this position the individual shall be subject to random drug testing. A positive drug test will result in disciplinary action.
