### Summary
**About the Position:** Fort Drum, the home of the 10th Mountain
Division (Light Infantry), is located in Northern New York, a
historically unique and geographically beautiful area, offering
bountiful outdoor recreational opportunities from hunting and
fishing to winter sports of all types. Fort Drum is approximately 30
miles from Canada, with the Great Lakes to the west, the Adirondack
Mountains to the east, and the St. Lawrence River and Thousand
Islands in between.

### Responsibilities
- As a Fuel Distribution System Worker (Motor Vehicle Opterator
(MVO)), you will operate and perform visual inspections of the
bulk fuel plant and Oasis fuel systems as well as receive,
store, transfer, and issue both aviation and ground fuels.
- Transfer fluids from tank to tank and from tank to aircraft in a
safe and efficent manner.
- Perform operator maintenance such as cleaning and changing
strainers, draining water from lines or tanks and lubricating
valves and pumps.
- Conduct fuel quality control testing in a fuel bulk plant while
operating precision measurement equipment to test for the
existence of water, inspect the fuel for color/particle
contamination and take inventories of the contents of storage
tanks.
- Fuel and defuel aircraft following specific procedures outlined
in manuals and fulfill the fuel requests of pilots and crew
chiefs.
- Operate Aerospace Ground Equipment (AGE) and ground fuel tank
truck vehicles as well as aircraft de-icing equipment.
- Maintain communication with the Air Traffic Control Tower and
Base Operations Dispatcher while meeting and directing incoming
aircraft procuring, scheduling, ordering, reporting, and
documenting of aviation and ground fuels.

### Conditions of Employment
- This position involves a seasonal work schedule.
- This position requires the incumbent to work both scheduled and
unscheduled overtime.
- This position requires the incumbent to complete and maintain
unit specific ancillary training requirements.
- This position requires the incument to be able to obtain and
maintain a determination of eligibility for a Secret security
clearance or access for the duration of employment. A background
investigation and credit check are required.
- This position is subject to pre-employment screening and random
drug testing thereafter, to include testing based on reasonable
suspicion and testing due to direct involvement with an on-duty
accident.
- This position requires rotating shift work to provide coverage
on evenings, weekends, holidays, or special situations.

Minimum Qualifications (Screen Out Element): Ability to do the work
of a Fuel Distribution System Worker (Motor Vehicle Operator)~
without more than normal supervision, to include; Spotting an
incoming tank truck; Removing snow and cutting grass around work
areas and in parking lots; Operating a two-way radio in order to
communicate information pertaining to incoming aircraft to the air
traffic control tower; Documenting fuel issues on appropriate forms;
Failure to meet this Screen out Element will result in an ineligible
rating.
To meet the basic eligibility, you must receive at least two points
on the screen-out element indicated above and must have an average
of two points on all the job elements listed below. Your application
will be further evaluated to determine if you meet the best
qualified cut-off for referral to the selecting official.

PHYSICAL EFFORT: The work requires moderate to heavy physical effort
to lift objects weighing up to 75 pounds. Requires climbing on
aircraft fuselage and wings; walking, standing, bending, and working
in cramped spaces. Requires operation of de-icing equipment from a
mobile high-lift vehicle with 120 foot boom with open bucket and 78
foot reach.
WORKING CONDITIONS: Work is performed both inside and outside.
Outside work is subject to weather extremes. Incumbent is subject to
injury from propellers, jet engine suction and exhaust, and falls.
Exposed to hazardous noise and explosion and fire when handling fuel
and oxygen. The incumbent is required to wear safety shoes, safety
glasses, hearing protection, and gloves.
**SELECTIVE PLACEMENT FACTOR:** This position has selective
placement factor which must be met prior to employment and for
continued employment. This position requires the incumbent to
possess and maintain a valid state issued Commercial Driver's
License (Class A or B) with no air brake restrictions. **(NOTE: YOU
MUST ATTACH A COPY OF YOUR COMMERCIAL DRIVER'S LICENSE TO YOUR
